When Leroy Coggins test for EIA first became available, in the 70's there were places in Florida where 40% were positive, now even in Florida a positive is rare. Clear thinking folk wanted a national test and slaughter law and campaign, much like the one that eliminated Glanders ~100 yrs. ago. Selfish horse owners campaigned against it. The result is we still have to pay every year to keep the disease under control (but not eliminated). I was involved in getting the Mn livestock health folk to put in their rules, so I carefully researched this issue. Before I was done I had collected a stack of copies of refereed journal articles about 4 inches high. I studied them all. EIA is a dangerous disease, with a long incubation period. It is at least as sneaky as human HIV (same family of viruses).
