That is just a matter of logistics. It would
take more volunteers, and back up folk at the entrance to check there.
Also, if you are that suspicious you would need to have someone actually get in
the trailer and verify the description of the horse.* At some point you
have to trust that the folk are not terrorists who deliberately try to see if
they can infect all the other horses.
