I've always been curious as to why anyone thinks that having a negative Coggins test in hand means a horse is EIA-free. A Coggins test only tells you a horse is negative at the time the blood was drawn. The tests are good for various lengths of time - it differs from state to state, but I know NM is 12 months. You don't think a horse could get EIA within that time? Coggins testing is a big money item for laboratories, and that's why Coggins tests are required - has nothing very much to do with contagious disease control.
