The best thing I've found to keep your legs dry is a pair of Goretex
rain pants with zip legs.  They come down over your boots and keep the
water out. You can duct tape them to the top of your boots to keep them
from riding up.

But still, it's a good idea and I will keep it in mind.  I guess it could be
paired with some rain pants to make it more workable.  That way the duster
would keep my saddle dry, and the pants would keep my legs dry.
