You will have to look at the wind forecasted for your area. Board fencing will go down if trees take a hike, but that can be dealt with too if your horses have I.D. on them. The issues you face by keeping them stalled is whether or not your horses will be injured by falling roof beams, walls collapsing may not be a factor here-you'll have to evaluate that. Whether they will injure themselves trying to escape their stalls to seek safety outside. Whether they will stress colic trying to escape their stalls to seek safety outside. Whether they will be trapped in a stall with no one to get to them soon after the storm. Outside they may be hit by debris, escape with all the other livestock that may run loose in the neighborhood, encounter hazards like downed powerlines and fences and hazmat when loose. If you have a large pasture available with a pond or other water source, go there if you decide to turn them loose. A lot depends on how bad the storm will hit where you are, and whether you are in a flood plain/surge zone. Lower wind speeds will definitely help you. Run ins may actually be a hazard.
