    The horse must be presented to the vet in fit condition to continue,
    and the rider/crew has up to one hour after crossing the finish line
    to do this.  That means that at presentation all factors must add up
    to "fit to continue."  If something comes up short you can come back
    (within the hour) for a further exam, but at that time everything
    should be checked, and the horse is either fit to continue at that
    point or he is not.  A horse whose metabolics were bad at one point
    where the soundness was OK, but was unsound when the metabolics
    recovered, was never "fit to continue" at any time within the hour and
    should not get a completion.
    
    The vet did it right.
