While I tend to agree with you that is a new interpretation, I would also
assume that the interpretation in the EN presented by a member of the rules
committee is the correct interpretation. It may have been an inadvertent
consequence of when the rule was changed to read 30 minutes at the control
points and then someone realized the end of the ride is also a control point
till the horse has passed the final exam. It may be that the BOD did not
intentionally make this change resulted from total wording of rule 6.2. Namely
6.2.1.1 says one thing when taken out of context but when taken in context
with the rest of 6.2.1 means something else. 

Most people probably get their final exam when they meet ?pulse and I would
suspect most meet pulse within 30 minutes. It makes little difference to
me and probably makes little difference to most riders but we should all
know what the rule means and if it is not as intended it should be dealt
with. That interpretation will make things a little less confusing at co-sanctioned
FEI rides since it removes one difference in the rules.
