I can answer your last question re: state drug fees. California has its own
drug testing program and charges every ride manager $3 per starting horse to
support its program. Whether or not a state drug testing inspector actually
gets to the ride is immaterial. All other rides in the USA and Canada are
charged only $1 per starting horse for AERC's drug testing program. We CA
ride managers feel the $3 is a bit steep but the state expects us to pass
the cost along to the rider. ALL horse events are charged this fee.....all
sales, all shows, everything.
