I have checked with tire company websites etc. on the effect of tire pressure and did not find this type advice. Because the rate of heat dissipation is proportional to the difference between the hot object and the surroundings, and a, often black colored, road gets really hot on a sunny day, blowouts caused by overheated tires are much more common in the desert on hot summer days. In particular they, and vehicle manufacturer manuals, uniformly say to check tire pressure with "cold"* tires and not to bleed air if you check later in the day and find the pressure has gone up.
