It doesn't matter that the horse was DQd for reasons other than health - in this case especially - since it was DQ'd for dangerous behavior. Elizabeth, you are correct. No, the AERC can't call the cops and have the guy hauled off the trail, but they certainly can (and IMO should) suspend the rider from future AERC rides for a period of time appropriate to the infraction.
