When you sign up for an AERC ride you agree to abide by the rules of the AERC and the ride. If a rider is DQ'd at a vet check and then rides on down the public trail anyway, he is violating an AERC rule and is subject to penalties by the AERC. As he's already been DQd from that ride, the appropriate penalty is suspension from future AERC rides.
