The circa 2000 ruling pertained to qualification for an FEI championship level ride - earning the 'CoC' - certificate of capability - which was the completion of one FEI 100 in 13:20 or less. That wasn't so bad... But this new qualification system requires horses to do a 50 mile ride, then a 75 mile ride, and then a 100 mile ride - and all of them have to be FEI sanctioned. And given the fact that there are only a dozen or so FEI events in the country, that means that even to complete the basic 50 and 75 mile events, you have to travel to an FEI sanctioned ride (and btw ride the exact same AERC ride as everybody else, but pay at least $100 more in entry fees).
