The treatment is a private treaty between the vet and the individual completely outside the control of the AERC - no different than if it were at the individuals house. The AERC has no dog in that fight. The AERC does not have the investigative resources nor the expertise to determine after the fact if the vet was or was not at fault and is not their role or the intentions of the individual. To step into this issue the AERC could put itself in the position of being sued by either or both parties or even the vet's insurance company.
