I haven't used 'ear plugs' on my horses personally, but talked with  
an endurance rider this year (sometime, somewhere... I can't recall  
who it was) who used them on their terribly spooky horse and they  
said it basically stopped the spooking. They also said that a lot of  
carriage/driving horses use them. It sounded pretty interesting to me  
at the time!
