From the codes and the notes, it sounds as if any failure to complete the course needs to have a reason associated with it. If the reason for not continuing is a metabolic problem, then the horse has to be marked as "el-me". I don't see any wiggle room there, for FEI riders trying to get an RO/ret instead of an M/me. At least - if the vets are marking them as they see them, and are not being put under pressure to mark something different to preserve a CoC. I would think that it would simply be easier not to enter that particular horse if you were worried about losing a CoC.
