this sounds like a very good statement of the intent in this area! It  
focuses all of the issues regarding the determination of pull codes  
onto the control vets. It also points out, i think?, that there is no  
such thing as a "post withdrawal" (or maybe "post non-continuation"  
would be better) evaluation.

(well, maybe there is still a need to determine when "...at the time  
of the evaluation" is with respect to the time on non-continuation -  
which is where the difficulty arises. note the time line in the FEI  
guide-lines:)
