In my experience, to be RO-L, it requires that upon return and
presentation to the vet, the vet
still thinks the horse can go on, but you don’t want to because YOU think
the horse is lame, then it’d be RO-L. If upon return the vet says, yep,
horse is lame, then the code is L.
