I agree that "self esteem" or any other "rider mind problem" should not be a factor here. Horses do not care about their ride stats or pull codes. If a rider slows their pace because of the fear of getting an L or M code then that alone is "promoting the welfare of our equine partners".

Personally I go with a) and I believe that's implied in the bylaws of the organization. The AERC should not be in the rider self esteem business - it should be in the collecting data that could potentially aid in promoting the welfare of our equine partners.
