However, what often happens is that a rule works well for a while, even a few decades, becomes "set in stone", and THEN begins to be eroded by advances in technology, people seeking loopholes, or whatever. But now that it has become inviolate, no one wants to mess with it.If we keep firmly in front of us the rationale for each rule, we can modify it, as time passes, to preserve its original intent, and avoid changes that make it do a job that was never intended. In fact, we can even eliminate it... like that stupid Texas law about females riding astride... if the reason itself, for the rule/law, becomes obsolete or proven fallacious. AERC Rule 6k is currently not a problem.
