The Forest Service is Dept. of Agriculture, not Interior.

You cut part of it off………….the top part:  TITLE 36 - PARKS, FORESTS, AND PUBLIC PROPERTY

"Public property" is BLM.  This is from the Federal code.  It IS specific to BLM.
