I stand by my earlier statement, Forests,
wilderness, and parks are different beasts each with its own set of
rules.
In addition, the Federal Rules are written by and
for bureaucrats. As a result they are wordy, convoluted and hard to
interpret.
As a related example, I ran across a Forest
Service rule a few years ago that appeared to ban firearms, horses,
motorvehicles, and a number of other things in the forest. Upon careful
reading I found that this was a list of things that could be banned in
"public recreation areas". In another part of the document there was a
definition of a "public recreation area", which turned out to be developed areas
where signs prohibiting part or all of the listed activities could be
posted.
To make this endurance related: I have been
on endurance rides in National Forests, and on BLM land, but with a few
grandfathered exceptions, there are no endurance rides in National Parks, or in
the wilderness. (The Big Horn ride ran into this a few years ago with the
arrival of a new ranger) Different rules for each of the classifications
of public land.
