Well, you *could* put in PR checks at water stops.  That wouldn't  
slow things down too much, since, presumably riders are going to want  
to give their horses time to drink anyway.  So - set it up so that  
after the horse has a chance to drink, they have to be at a certain  
PR criteria in order to go on.  Make it an exit PR criteria.
