Maybe I'm not understanding this right, but to me, the more time I'm at a hold, or the more checks and holds there are, that means I have to ride faster, not slower.  If I have an hour hold (lunch stop), I have a ride time of 5 hours.  If I have only a 40 minute hold I have 5 hours and 20 minutes.  To someone like me, who rides slowly anyway, that makes a big difference.
 
If you are going to take away more riding time, by having an hour and a half, say, taken in vet checks and holds on a 25 mile ride, then I've only got 4 1/2 hours riding time.
