The concept of logbooks and some of the other things they have in place have been discussed from time to time. However, it seems that the logistics involved would cause quite an impact and probably be expensive to implement and enforce.I am also not certain how such things would be accepted by the membership. What if you drive 500 miles to a ride and find out you left you logbook behind and the RM cannot allow you to start? Everything as a consequence. It would be interesting to see if the Australians would have implemented a such a system if they were not required to do so. The real issues gets right down to there are a few bad apples. If those bad apples were dealt with - many of the problems would go away. The AREC is either incapable or unwilling to deal with the bad apples because they are still there. I expect as Jody said it has to do with fear of litigation. Part of this problem seems to arise because the AERC is not structured to effectively deal with the issues so when they do not - it is not done in a manner that can be effectively defended, ref: the positive durg test at the Canadian NC a couple years ago where everyone pointed the finger the other way, the drug test was really random and the second vial was not kept to validate the test. Basically everyone walked. IMO the AERC needs to structure a system to deal with these issues that will fair and equitable on one hand but have some teeth on the other.
