Hi Dolores,
If you choose to keep this relationship positive, then continue on the
course you have set. If that fails to work, then find out what your state
laws are regarding neglect. There is nothing wrong with not "touching" a
horse, but there is a lot wrong with not feeding, caring for, etc. If your
state law has provisions for the protection of animals, which extends to horses,
then follow these initial steps:
1-take photos of all the horses in bad shape- document every day you visit
and the conditions of the horses. Make note of the lack of food, pasture,
water, etc. It is very important to get photos of the dead ones or those
in the worse condition. STAY OFF THE NEIGHBOR'S PROPERTY. Take
photos from your place, the road, from up in a tree, etc. Get other people
involved who will support your efforts to save these animals from continued
abuse.
THEN:
1-Call the sheriff
and
2 - file a complaint with your county attorney
If you fail to get the response that you need from the authorities, and the
horses continue to be neglected, etc., then call in the media.
Be prepared for a backlash. If you cannot stomach the repercussions,
don't get it started. You have to put the horses first, regardless, or you
won't make it through the process. It can get very ugly. BUT, if you
keep in mind the fact that the horses are the victims, it will be worth
it!
