When my old mare when she hit 68 it took her in the box. When someone got her pulse she was 56. The Jbird is about the same. I've ridden plenty of rides with a 60 and I don't ride any differently nor does it take my horse any longer to make pulse. For the most part I think the 60 pulse and now 56 pulse are more to make someone "feel good" than anything else. If the AERC wants to get a handle on this they have enough rides to plan some experiments and collect data and address the question in a logical and methodical way instead of "by the seat of the pants."
