They exist to protect our horses. Even if you do not know the exact date of birth for your horse, you and your vet and/or the previous owner(s) can come up with an approximation. Then you stick with that date until you get better info. It is true that we do not have to present the papers for our registered horses but IF someone were to protest our participation in a ride, THEN we would have to do so. Also, word gets around. When owners get caught once deliberately entering an underage horse, they would usually fall under greater scrutiny vis-a-vis the ages of any of their other horses. Again, the purpose of the rules is to protect the horse. True, one day, wouldn't make any difference to the horse but like speed limits on our highways, we have to draw a line somewhere and then stick with it, ie, enforce it.
