Now both of those proposals, relate to criminal law. Criminal law is reserved for governments, not the FEI. While it is true that incarceration is not within the purview of the FEI (or other non-governmental agencies), fines are well within its rights. They, of course, cannot compel the person who was fined to pay, but they can refuse entry in further events until a fine is paid. USEF does this all the time. Until a member pays ALL of their outstanding debts associated with prior USEF competitions (including entry fees, bounced checks and any imposed fines), they are considered "not in good standing" and may not participate (they aren't even allowed on the competition grounds). If they try to get away with competing while not in good standing, there are additional fines and suspensions for doing that. The FEI could fine rule breakers if they wanted to.
