If by "risk" you mean "risk of not completing" my opinion is higher mileage 
does increase that risk.

If by "risk" you mean "risk of harm to the horse," then I don't agree higher 
mileage increases that.

(Sorry I wasn't clear before.  That's what I meant when I said:
