Sounds more like an issue with self confidence or confidence in the rider than something physical. Most vet schools have an ophthalmologist on staff. You might try there. I did read in a book on equine genetics a passage on "spookness" and if it were an inherted trait. The comments in this reference is there is not direct proof that spookness it is inherted, but spookness seems to be correlated with how wide apart the eyes are set. The farther apart the eyes the more spooky a horse seems to be.
