Yes - and in addition to going back to the basics starting with the groundwork - be relaxed   yourself- or breathe deeply and fake it.
 
My 14 year old grandson is one of the most slow-moving, relaxed, easy-going horse-handlers I've ever been around.  And everything he touches, turns quiet and relaxed.   He got a chance to show for BC last weekend  (30 miles, and got Junior BC) and we REALLY had to talk with him about the trot out., "Gabe, it's ok if Tali looks vibrant and awake".

now you are on the right track.  if you cant get your horse to relax under saddle, bit or no bit, then go back to basics.  lots of groundwork, including lots of lateral flexion work, which among other things is very, very good at teaching your horse to relax and rely on you.     ed
