Not wanting to throw cold water and I'm not a cynic but a realist. Ever 
notice how a bureaucracy forms an internal committee when it comes under 
scrutiny for its acitivites? This is independent if it is a US 
government bureaucracy or the FEI bureaucracy. Usually their whole 
purpose is to buy time till the issue blows over.

If we had listened to the internal CIA and FBI committees we did a 
wonderful job in Iraq and on 9/11 in providing intelligence. However, 
when an independent committee looked at it they found the truth - we 
sucked. If the FEI were seriously interested in addressing their horse 
welfare issues and their ineffective or corrupt drug enforcement 
programs - they would appoint a committee completely independent of the 
FEI and give them unlimited authority to investigate the issues.

Every person on the committee sits in conflict of interest since they 
are directly affiliated with the FEI in an official capacity. They may 
be wonderful people and they have noble intentions, however, they still 
are limited either overtly or covertly by their official officiation 
with the FEI. Any bureaucracy is interested in one thing - self 
preservation. If the FEI appointed a committee completely independent of 
the FEI with unlimited authority to investigate the issues I would be 
the first to stand up and applaud.

So far this is a good PR stunt, but I doubt if little will come from it.
