Second, notice the large numbers of Brits both on the committee and attending the meeting. Large animal welfare concerns in Britian go back to well before the publication of "Black Beauty". It is my understanding that "Black Beauty" was written to call attention to the plight of horses. I have read the endurance rules that are used in Britain. While I don't agree with many of them, the rules leave no doubt that the welfare of the horse comes first, second and third. One can always claim that this committee's work will not lead to a real reform for various paranoid, cynical, and historical reasons. It still is a ray of hope. We should applaud and support this positive effort.
