I lived in the big city and worked for a Fortune 500 company for 34 years. The savings in energy come from using electric lights for one less hour at night. If you must leave work at the same clock time, irrespective of the position of the sun, you get one more hour with no artificial lights etc. If you have an automatic set back thermostat, it is warmer outside for one hour when the temperature has been increased for your evening comfort. The fallacy to that is that in many cases (certainly here, when I have to go to work in town on "clock time"), it means turning on the lights for an hour in the morning, and turning up the thermostat an hour earlier then.
