Another idea - How many people board there? Make a few flyers about the dangers of feeding grass clippings - back up your statements with facts from research centers - and perhaps the other boarders will help you pressure the owner into providing hay. Probably will not make you popular with that particular boarding operation, but might buy you enough time to find a more suitable place. (I'm thinking that this may be a symptom of other practices you wouldn't like.) But, FWIW, I have used a hand scythe to cut about a wheelbarrow full of grass at a time and given it to my horses stuck in drylot. It wasn't around long enough to ferment, and wasn't all bruised like mowed grass. Took a lot of work - but I just wanted to wean them from hay onto grass while my fence was being built.
