There is no perfect solution. For any proposal a "problem" can be found
with it. However, using rider weight only will solve more issues than
it creates. It will be easy for RM to enforce - they won't have to
worry about people filling water bottles, etc. I agree with Joe, if you
want to use a heavy saddle - that's your choice. If you want to use a
light saddle - that's your choice. In reality I suspect that the
difference between the average light saddle used and average heavy
saddle used in endurance is about 50% of the weight of a middle weight
rider.
When the transition between three and four weight divisions happened I
ended up in one division for the early part of the year and another for
the rest. I was on the cusp and ending up having to drop down. It
didn't kill me.

Since weighing is required anyway, what is wrong with weighing as you cross
the line? The FEI ride I crewed at did this.
