Under the present rule if a person goes on a diet during a year they can compensate by adding weight to their tack, like featherweight FEI competitors do. Under your proposal they would be in limbo for year end awards because of riding in multiple weight divisions. If AERC were to change ride results after the fact because someone changed weight divisions, it would mess up all riders. Since weighing is required anyway, what is wrong with weighing as you cross the line? The FEI ride I crewed at did this.
