That would be an "inclusive" definition. The rule DOES define what is banned--but it does so as an "exclusive" definition. It defines what is permissible--anything that is a feedstuff, in amounts that are relevant to being feedstuffs. Anything else is excluded--therefore is banned. What is difficult about that? You are familiar with mathematics. Imagine that "feedstuffs" are inside a circle and are defined as a "set." Everything outside that set is what is banned.
