Uh, because a drug test is one solid form of evidence??  Just because it
is the most common form of evidence used does not mean that it has to be
the ONLY form of evidence used.  Which is one more reason why it is good
that the rule is written in such a way to allow for other forms of
evidence (such as eye-witness reports) to be used when appropriate.
