The definition of a "drug" has no relevance in any discussion of rule 13.
The rule does not mention even one time the word "drug". Read carefully it
says "substance" as Bob pointed out when he posted the rule earlier today.
Do not try to hide behind some idea that "holistic" "herbal" or whatever is
outside the rule because they are not a "drug". Rule 13 is not a "drug"
rule.
