I think there are now multiple sets of rules, in the US and Canada, rides sanctioned under the AERC are governed one set of rules. USAEquestrian (the US National Federation) has an additional set of Endurance Rules, (I don't know if Canada has a different set for their International Riders?) and FEI has an additional set of Endurance rules (the URL's are listed below). I think they all started with the AERC rules as the base, but that was a number of years ago.
