In Appendix J, "Alternatives Considered But Eliminated", there is one reference to equestrian use - they'd considered building a parking lot for horse trailers at the "Southern Access" (I don't know where that is). The decided there wasn't enough room. In the section above, "Bicycle Use on All Trails", they do say that: "The use of bicycles on these steeper or narrow trails would be a hazard to other trail users (i.e., hikers, or in some cases equestrians)." They came to the conclusion that not all the trails were good for bicycles, but some are - partially because they don't want the bicycles interfering with horses. So far it doesn't sound like we're completely excluded. The index, Appendix M, has numerous references to "equestrian" - I can't track them all down this morning. In Chapter 4 at 4-13, they cite as a goal minimizing the introduction of nonnative plants from equestrian use. Chatper 5 goes on at more length about how we can better manage horses not to create adverse impact - worming them, weed-free hay, etc. It will take a while to download all this, but I have yet to find anything that says there will be no horses allowed.
