Without seeing the ordinance, her best defense is getting a flock of experts, such as her vet, a public health officer, experienced horse owners who can all testify that she is not impacting the neighborhood in a negative fashion. County extension offices are a good source, as well as people from an ag college. My guess would be that one of the neighbors complained about the smell, whether imagined or actual. The initial hearings are important, as the facts that it find can be used on appeals as what the facts are, even if the hearing officer(s) was wrong. Make sure that all meetings are recorded.
