[RC] Horse ordinances - Lif Strand

One of the towns in our county is prosecuting a horse owner within the town limits because they claim she's broken an ordinance requiring "keeping all buildings and premises in a clean and sanitary condition including the control of flies and odors." She cleans up the horse pens three times a week, carts the manure off the property, sprays twice a week during fly season and has six fly traps for I think 3 horses. I don't know what all else she could do - there's a vendetta going on I think.

Anyone have any experience with this sort of situation, maybe some advice? If this is not a proper topic for RC, could people email me privately? Thanks!
