I have been asked by the judge what, as a horseman, I feel is reasonable, but more importantly, how the ordinance could be amended to be less vague. I'm hoping someone out there knows if there are any ordinances/laws which specify such things as how to determine when a place is sanitary enough (that is, non-arbitrarily, measurably, so that anyone, horseman or non-horseman, could determine so), and, more importantly, what the method of measurement would be. As long as there is no way to quantify or measure "sanitary" or how many flies are too many, the ordinance can always used the way it is being used, as a tool for a personal vendetta.
