No, that's not legal.

60 minutes for completion check, it's in the rules.

30 minutes for LD only.

At least it was applied to all competitors equally, and I also heard 
that it was announced at the ride meeting, so riders had plenty of 
notice that they were planning on conducting the completion check this 
way.  Could've been worse.
