Using the halter to hold the horse while bridling is okay if done safely.  I've seen people do this with the lead rope still tied to a post, horse spooked, almost hung himself.  Always hold the lead rope while the bridle is around the neck. 

This is definitely a good argument for the halter/bridle combo.  I use it to catch the horse as a halter, and just snap on the bit with reins attached as my last step.
