The bird has to be freshly dead.  It is not as likely that a bluebird would
be dead of WNV.  It is my understanding that members of the crow family and
some raptors are most likely to die from it, other bird species get it, but
don't seem to get sick and die.  jeri

Crows, blue jays, magpies, ravens are the most likely to die from it, but other birds can get sick and even die. See:
