test where is the evidence? While I think rule 13 is a wonderful rule 
and as a goal is noble, it still calls for evidence for it's 
enforcement. If it doesn't test there is no evidence. So as written is 
it a rule or a policy statement regarding substances that "are illegal" 
but there is no way to establish their use?
