I'll have to think about the rest of it, but first thing that comes to mind
is that the best way to stop her from herding the cow on a regular basis is
to keep her away from the cow. I've known at least one QH that would do
this so often with the sheep flock that they had to stop pasturing them
together--he was running the sheep ragged.
